According to the information received, coaching institutes will no longer operate during government school hours. At the same time, the area of any room in the institute will not be less than 300 square feet. According to the information, the coaching institutes will have to pay a fee of 5000 for registration. This registration will be valid for 3 years. DM will form a committee for the registration certificate. It is mandatory to follow these rules
- Every student should get at least one square meter of space in the coaching class.
- Separate toilets are necessary for boys and girls.
- There should be arrangements for drinking water, first aid and fire extinguishers.
- Will not take the services of teachers from government or government aided schools.
- Keeping in view the timings of government schools and colleges, DM will decide the timings of coaching institutes.
- District Magistrate will also be able to reduce the fees of students.
- On the instructions of DM, officers will inspect the coaching institutes.
- An inquiry committee will also be formed at the subdivision level.
If rules are broken, property will be sealed
After an institution is penalized twice, the authority can cancel its registration. If the registration is cancelled, the institute will not be able to apply for new registration for the next two years. If the coaching institute continues to teach even after the registration is cancelled, the District Magistrate can seize all its movable and immovable properties and seal the premises of the institute.

बिहार में कोचिंग के लिए पंजीकरण अनिवार्य हो जाएगा। शिक्षा विभाग ने बिहार कोचिंग संस्थान नियम 2023 जारी किए हैं। अब कोचिंग संस्थान सरकारी स्कूल के समय के दौरान संचालित नहीं होंगे। अब बिहार में कोचिंग चलाने वालों को राज्य सरकार के सभी नियमों का पालन करना होगा। नियम तोड़ने वाली संस्थाओं का पंजीकरण रद्द कर दिया जाएगा। जानकारी के अनुसार, कोचिंग संस्थान सरकारी स्कूल के समय के दौरान अब नहीं चलाए जाएंगे। इंस्टीट्यूट के किसी भी कक्षा का क्षेत्र 300 वर्ग फीट से कम नहीं होगा। जानकारी के अनुसार, कोचिंग संस्थानों को पंजीकरण के लिए 5000 का शुल्क देना होगा। यह पंजीकरण 3 साल के लिए मान्य होगा। पंजीकरण प्रमाण पत्र के लिए जिला मजिस्ट्रेट कमेटी गठित करेगा। बता दें, माध्यमिक शिक्षा निदेशक ने बिहार में कोचिंग संचालन के संबंध में मेल के माध्यम से सुझाव मांगे थे।
इन नियमों का पालन करना अनिवार्य है:
– हर छात्र को कोचिंग कक्षा में कम से कम एक वर्ग मीटर का स्थान मिलना चाहिए।
– छात्रों के लिए अलग-अलग शौचालय आवश्यक हैं।
– पीने के पानी, प्राथमिक चिकित्सा और अग्निशामक के लिए व्यवस्था होनी चाहिए।
– सरकारी या सरकारी सहायता प्राप्त स्कूलों से शिक्षकों की सेवाएं नहीं ली जाएंगी।
– सरकारी स्कूलों और कॉलेजों के समय को ध्यान में रखते हुए, जिला मजिस्ट्रेट कोचिंग संस्थानों के समय निर्धारित करेंगे।
– जिला मजिस्ट्रेट छात्रों के शुल्क को कम करने की भी अनुमति देंगे।
– जिला मजिस्ट्रेट के निर्देशानुसार, अधिकारी कोचिंग संस्थानों की निरीक्षण करेंगे।
– उपनिरीक्षण स्तर पर भी एक जांच समिति गठित की जाएगी।
यदि नियम तोड़े जाएं, संपत्ति बंद की जाएगी। एक संस्थान को दो बार दंडित करने के बाद, प्राधिकार उसका पंजीकरण रद्द कर सकता है। अगर पंजीकरण रद्द कर दिया जाता है, तो संस्थान अगले दो साल तक नए पंजीकरण के लिए आवेदन नहीं कर सकेगा। अगर पंजीकृत कोचिंग संस्थान पंजीकरण रद्द होने के बाद भी पढ़ाई जारी रखता है, तो जिला मजिस्ट्रेट सभी इसकी होने वाली चलनी और अचल संपत्तियों को जब्त कर सकते हैं और संस्थान के प्रांगण को मुहर लगा सकते हैं।
