Patna, the capital city of Bihar, is facing a continuous decline in groundwater level and a malfunctioning of the water supply scheme in every household. To address this issue, trained officials from the PHED will soon identify these areas and code the critical zones. This will help identify the reasons why the beneficiaries of the water supply scheme are not receiving water. Micro-reports will be prepared, and department assistants and junior engineers will undergo training to monitor groundwater depletion in their respective zones and address any shortcomings.

In these districts, water needs to be supplied through tankers from March to August every year. According to PHED officials, during this period, 463 water tankers, 15 water ATM machines, and 19 water ambassadors are used to provide water to critical wards. In 2023, Gaya received water through tankers, while Muzaffarpur received it through tankers, and Bhojpur, Kaimur, Sheikhpura, Lakhisarai, Begusarai, Pashchim Panchayat, Nalanda, Jehanabad, and Aurangabad received it through one tanker each. However, areas like Sitamarhi, Samastipur, Madhubani, and Darbhanga are facing a water crisis in 90 wards. In these areas, water scarcity has started in some parts of the ward in the last two years. Trained officials will now create a special team to inspect groundwater in these areas.

The PHE department has developed a 10-point plan for long-term monitoring of the water supply scheme. It includes ensuring that the scheme reaches every household in the designated area, connecting disconnected households, providing regular water supply on time and addressing complaints promptly, providing appropriate water pressure to all households, reporting low pressure on the department’s portal, maintaining records of pump houses, conducting regular feedback and complaint monitoring, holding monthly water chaupals, regular quality checks of drinking water, and conducting a quarterly satisfaction survey of consumers.

The construction of Garland Trenches is planned in three districts of Bihar to promote groundwater conservation and irrigation development. The Environment, Forest, and Climate Change Department and the Minor Water Resources Department have granted permission for this project, and work on approximately 50 projects is underway. The construction of Garland Trenches will be carried out under the Jal Jeevan Hariyali Abhiyan, and it is estimated to cost around 2.12 crore rupees in Gaya, 4.73 crore rupees in Nawada, and 4.75 crore rupees in Jamui.
