The Upper PCS and Lower PCS are two terms that are commonly heard when discussing the PCS exam. The Upper PCS, also known as the State/Provincial Civil Service, and the Lower PCS, known as the Subordinate Civil Service exam. In all states, the Upper PCS, or State/Provincial Civil Service exam, is conducted by the State Public Service Commission. For example, in Uttar Pradesh, it is conducted by the Uttar Pradesh Public Service Commission, and in Madhya Pradesh, it is conducted by the Madhya Pradesh Public Service Commission. It is responsible for recruiting for positions such as SDM and Deputy SP. On the other hand, the Lower PCS, or Subordinate Civil Service exam, is conducted by the State Subordinate Service Selection Commission. However, in Uttar Pradesh, the responsibility of recruiting for Lower PCS positions has been with the Uttar Pradesh Public Service Commission for a long time. It was only in 2018 that the Uttar Pradesh Subordinate Service Selection Commission issued the notification for the Lower PCS for the first time instead of the UPPSC.

In Uttar Pradesh, the Lower PCS exam recruits for positions such as Assistant Review Officer, Assistant District Information Officer, Marketing Inspector, Supply Inspector, Assistant Horticulture Inspector, Executive Officer, and Revenue Officer, among others. On the other hand, the Upper PCS exam recruits for positions such as Deputy Collector, Block Development Officer, Treasury Officer/Accounts Officer (Treasury), Deputy Superintendent of Police, Assistant Commissioner (Commercial Tax), Assistant Regional Transport Officer (ARTO), District Commandant Homeguards, Cane Inspector and Assistant Cane Commissioner, Excise Inspector, Child Development Project Officer, District Panchayati Raj Officer, District Social Welfare Officer, etc.

Both the Upper PCS and Lower PCS exams, like the UPSC, have three stages – Preliminary Exam, Main Exam, and Interview. Final selection is made after clearing all three exams, with the Preliminary Exam being qualifying in nature.

The eligibility age limit for both Upper PCS and Lower PCS is 21 to 40 years. Reserved category candidates are given age relaxation as per the rules. Both exams require candidates to be graduates. The salary for Lower PCS officers varies for different positions, with ranges such as Rs. 9,300-34,800 for Assistant Review Officer, Rs. 5,200-20,200 for Assistant District Information Officer, Rs. 34,800 for Marketing Inspector, Rs. 34,800 for Supply Inspector, Rs. 5,200-20,200 for Assistant Horticulture Inspector, Rs. 5,200-20,200 for Executive Officer, and Rs. 5,200-20,200 for Revenue Officer.

The salary for Upper PCS officers is as follows: PCS (State/Provincial Civil Service) ★Junior Scale Pay Band Rs. 9,300-34,800, Senior Time Scale Pay Band Rs. 15,600-39,100, Grade Pay Rs. 4,600-5,400, Minimum Basic Salary Rs. 56,000, and Maximum Salary Rs. 1,32,000 per month.

Overall, the Upper PCS and Lower PCS exams differ in terms of the conducting authority, the positions for which recruitment is done, and the salary ranges for officers.
