Shortage of Medical College Teachers in Bihar

The government medical colleges in Bihar are facing a shortage of teachers. Out of the 10 medical colleges in Bihar, only 14.47% of associate professor positions have been filled. 85.53% of associate professor positions are vacant. Currently, 60% of regular teaching positions in government medical colleges are vacant, including positions for professors, associate professors, and assistant professors. By the end of 2025, 80% of regular professor, associate professor, and assistant professor positions in the state will be vacant.

Shortage of Doctors for New Medical Colleges

The shortage of doctors is a crisis for the 13 new medical colleges. The age of doctor teachers has been increased from 58 to 60, then 62, 65, and finally 67 years. The 10 medical colleges in the state have a total of 431 approved professor positions, out of which 236 positions are vacant. Additionally, 85% of associate professor positions and 61% of assistant professor positions are vacant.

Efforts to Fill Vacant Positions

The government is trying to fill these vacant positions by enrolling MBBS doctors in the new medical colleges. However, this will create a crisis in the availability of doctors. The government has approved a total of 890 associate professor positions in these medical colleges, out of which 760 positions are vacant. Furthermore, there are 1630 approved assistant professor positions, out of which only 628 positions are currently filled.

Promotion Process for Assistant Professors

If the government starts appointing assistant professors on a large scale in 2024, they will only be promoted to associate professor positions after six years of regular service. Similarly, after six years of regular service as an associate professor, they will be promoted to professor positions. The National Medical Commission has also notified the Qualifications for Teachers in Medical Colleges Regulations 2022, which allows medical college medical directors, deans, or principals to have their service extended or be reappointed.

बिहार में सरकारी मेडिकल कॉलेज अस्पतालों में शिक्षकों की कमी के कारण सत्तारूढ़ सरकार की मुश्किलें बढ़ रही हैं। बिहार में 10 मेडिकल कॉलेजों में केवल 14.47 प्रतिशत एसोसिएट प्रोफेसरों की नियुक्ति हुई है जबकि 85.53 प्रतिशत पद खाली हैं। वर्तमान में 60 प्रतिशत नियमित शिक्षकों के पद रिक्त हैं जिसमें प्रोफेसर, एसोसिएट प्रोफेसर और असिस्टेंट प्रोफेसर के पद शामिल हैं। इसके कारण नये मेडिकल कॉलेज अस्पतालों की उपलब्धता पर संकट आएगा। इसके अलावा नेशनल मेडिकल कमीशन ने भी मेडिकल कॉलेजों में शिक्षकों की योग्यता रेगूलेशन 2022 अधिसूचित कर दी है। यह समस्या आने वाले वर्षों में और बढ़ सकती है, जिसके चलते चिकित्सकों की उपलब्धता में और कमी आ सकती है। इसलिए सरकार को इस मामले पर ध्यान देना चाहिए और जरूरत पड़ने पर रिक्त पदों को भरने के लिए कार्रवाई करनी चाहिए।
