GRAP-3 Restriction: The third phase of the Graded Response Action Plan (GRAP) has been implemented immediately to control the deteriorating air quality levels and further deterioration of air quality in the severe category. In addition to the restrictions imposed in the first and second phases, restrictions have also been imposed in the third phase. With the implementation of GRAP-3, a ban has been imposed on diesel BS-4 and petrol BS-3 vehicles in Delhi NCR. This will cause inconvenience for the residents of Rewari. Under GRAP-3, strict restrictions have been imposed on construction and demolition activities. The restrictions were imposed on 22nd December and lifted in January, but now they have been reinstated.
Exemptions for certain projects: The restrictions provide exemptions for certain categories of projects. It includes projects related to railways and metro rail services, airports and inter-state bus terminals, national security and defense activities or projects of national importance, hospitals or healthcare facilities, and projects related to public utilities. This exemption also applies to national highways, roads, flyovers, overbridges, power transmission, pipelines, etc. Additionally, projects related to sewage treatment plants, water supply, cleanliness projects, and supplementary projects associated with the aforementioned categories are also exempted, provided that the relevant agencies strictly adhere to the rules of solid waste management, dust control measures, and comply with the directions issued by the commission from time to time. The commission has exempted projects related to basic services and security from the construction ban.
Complete ban on operation of brick kilns and hot mix plants: In the third phase of GRAP, the operation of brick kilns and hot mix plants that do not use approved fuels has been completely banned in Delhi NCR. Similarly, stone crushers will also be closed, and mining activities will be restricted. The relevant agencies have been directed to clean the roads using mechanical or vacuum-based methods. They are also required to ensure that water is sprinkled daily on high-traffic roads to prevent dust from rising and that proper dust control measures are implemented at landfill sites. Public transportation services should be increased.
Activities that will be restricted: Activities such as boring or drilling work, excavation and filling work will be restricted. Construction and welding operations, demolition-related work, loading or unloading of construction materials from inside or outside the project site, transfer of raw materials including fly ash through conveyor belts, vehicle movement on dusty roads, operation of all types of construction work plants including batching plants, excavation for sewer lines, water lines, drainage, and laying of electrical cables, cutting and laying of tiles, stones, and other flooring materials, crushing activities, waterproofing work, repair of roads, footpaths, central verge or construction, etc. will be prohibited.
