Supreme Court’s Stay on Land Registration Rules

After the Supreme Court’s stay on the rules of land registration, the registration of land has once again started in Purnia using the old methods. This has resulted in the government earning millions of rupees in revenue daily, with a festive atmosphere prevailing in the registration office that was once desolate.

Impact on Revenue Collection

The District Assistant Registration Officer Neetish Kumar mentioned that after the Patna High Court’s order in February 2024, only the land for which encumbrance is established will be registered. This has led to a significant decrease in registrations, with revenue collection dropping to 19 crore rupees in the current quarter from over 38 crore rupees in the previous quarter. However, with the Supreme Court lifting the stay, land registration work has resumed under the old rules since May 18.

Positive Outcome and Pending Challenges

Currently, an average of 90 documents are being registered daily, leading to a steady revenue inflow for the government. Although some individuals had appealed to the Supreme Court following the High Court’s order, the stay has been imposed for now, facilitating a large number of land registrations. This has brought relief to the people and increased income for document writers. However, the issue is still pending before the Supreme Court, and many individuals are unable to sell their land due to the new rules.

पूर्णिया में जमीन निबंधन कार्य में सुप्रीम कोर्ट के स्टे के बाद पुराने तरीके से जमीन का निबंधन शुरू हो गया है। इससे सरकार को रोजगारी का अवसर मिल रहा है और राजस्व में वृद्धि हो रही है। जिला सहायक निबंधन पदाधिकारी ने बताया कि फरवरी 2024 में जिस जमीन का जमाबंदी है, सिर्फ उसी का रजिस्ट्री होगा। इसके बाद रजिस्ट्री में कमी आई है। लोग जमीन का निबंधन करवा रहे हैं और सरकार को ठीक-ठाक राजस्व की प्राप्ति हो रही है। अभी तक 90 दस्तावेजों का निबंधन हो रहा है और लोगों को काफी राहत मिल रही है। इसके बावजूद बहुत से लोगों की जमाबंदी कायम नहीं है और सुप्रीम कोर्ट की सुनवाई का इंतजार है। बहरहाल, नए नियम के कारण लोगों को अभी भी जमीन बेचने में दिक्कत हो रही है।
