The Bihar government is introducing new rules to simplify the process of opening schools and hospitals across the state. During a high-level meeting, Chief Secretary Pratyaya Amrit confirmed that the government will reduce paperwork and set strict timelines for all approvals.

New Timelines for Land Measurement and Services

Starting from April 1, 2026, the state will implement fixed timelines for land-related services. These changes aim to help common citizens and business owners who face delays in land measurement. Chief Minister Nitish Kumar has set a deadline of January 31, 2026, to clear all pending measurement cases.

Key Changes for Schools, Hospitals, and MSMEs

The government has proposed to eliminate the mandatory Change in Land Use (CLU) requirement. Currently, this process costs 10% of the circle rate and involves heavy paperwork. Removing this will make it much cheaper and faster to build institutions. Other major updates include:

  • A single nodal agency will be appointed for all health service licensing.
  • Infrastructure norms for private schools and universities are being revised to be more realistic.
  • MSMEs will now operate on a self-declaration system to reduce physical inspections.
  • An auto-appeal system will be added to the Right to Service Act to ensure officers finish work on time.

The Revenue Department has also released a four-volume compilation of land rules to reduce confusion. Under the new Deregulation Phase 2, the government has identified 30 priority areas where rules will be simplified to attract more investment.
