The Supreme Court of India has placed a temporary stay on the recently notified UGC Regulation Act 2026. This decision has triggered a strong reaction from student groups across Bihar. Organizations representing SC, ST, and OBC students have expressed their anger over the court’s order and have announced a state-wide movement on February 2 to demand the immediate implementation of the equity rules.

Why did the Supreme Court stop the new UGC rules?

A bench led by CJI Surya Kant and Justice Joymalya Bagchi issued the stay order on January 29, 2026. The court observed that the new regulations were vague and capable of being misused. The judges also noted that the rules could divide society because they did not explicitly include protections for general category students. The court has directed that the old UGC Regulations 2012 will remain in force until further notice. The next hearing for this case is scheduled for March 19, 2026.

What is the plan for the Bihar Protest on February 2?

Student unions backed by the Rashtriya Janata Dal (RJD) and other groups have called for a major protest across Bihar. They argue that the 2026 rules are essential to stop discrimination on campuses. Leaders have criticized the stay, calling it a setback for social justice. The state government has deployed extra security at key locations like Dinkar Golambar in Patna to manage the crowd. The protesters are demanding that the stay be lifted and the 2026 regulations be enforced to protect marginalized students.
