The Bihar government has announced significant measures for workers planning to go abroad for employment. In a recent cabinet decision, the compensation for migrant workers who die abroad has been increased from ₹2 lakh to ₹4 lakh. The state government has also made Pre-Departure Orientation Training (PDOT) mandatory for all individuals traveling to countries that require Emigration Clearance. This training ensures workers are aware of their rights and safety norms before leaving the country.
What is the Mandatory Training Requirement?
The Department of Youth, Employment, and Skill Development has issued strict guidelines regarding the Pre-Departure Orientation Training (PDOT). This one-day training is compulsory for workers heading to ECR countries. The session lasts for 8 hours and is provided free of cost. During this training, workers learn about international labor laws, the culture of the destination country, and how to stay safe. The government aims to ensure that every worker leaves with confidence and proper knowledge.
List of Training Centers and Schedule
The training is conducted weekly at five specific locations across Bihar. Workers must visit the designated centers on the specific days mentioned below. It is important to note that you need to register online before visiting these centers.
- Patna: Sub-Regional Employment Exchange, Niyojan Bhawan, Bailey Road (Every Tuesday)
- West Champaran (Bettiah): District Employment Exchange, Hospital Road (Every Tuesday)
- Muzaffarpur: Sub-Regional Employment Exchange, Sanyukt Shram Bhawan (Every Wednesday)
- Darbhanga: Sub-Regional Employment Exchange, Ramnagar (Every Thursday)

How to Register and Other Benefits
Workers must register on the official website pdot.mea.gov.in using their passport or job ID details. There is no fee for this process. Apart from the training, the Bihar government has also committed to bearing the full cost of transporting the bodies of deceased workers back to their homes. This initiative is managed by the newly formed YESD department to support the state’s workforce abroad.
