The Bihar government has taken a major step regarding the security of local panchayat representatives across the state. The Home Department has strictly directed all District Magistrates to clear arms license applications from Mukhiyas and Sarpanches within a 60-day time limit. This policy initiative, driven by Chief Minister Nitish Kumar, aims to provide better personal security to village heads who often work in challenging environments.

What Are The New Rules For Arms Licenses?

The state government has established clear guidelines to ensure the process is fast but legally sound. Applications from three-tier panchayat representatives will now get priority processing. The key rules implemented by the Home Department include the following.

  • 60-Day Deadline: District Magistrates must take a final decision on any arms license application from a panchayat representative within 60 days of submission.
  • Monthly Reports: DMs are required to submit a monthly status report to the Bihar Home Department showing how many applications were received, approved, or pending.
  • Mandatory Verification: Even with the fast track process, all standard police background checks and verification rules under the Arms Act will remain compulsory.
  • Standard Fees: Applicants still have to pay the standard government fees prescribed by the central Arms Rules without any changes.

Why Was This Decision Taken Now?

The push for faster arms licenses comes after several MLAs raised the issue in the Bihar Vidhan Sabha. Leaders pointed out that applications from local representatives were previously kept pending for up to two years. This delay left them vulnerable to attacks from local criminals or political rivals while traveling to remote areas at night. The urgency was further highlighted by the recent tragic killings of Mukhiyas in districts like Begusarai and Lakhisarai.

Deputy CM and Home Minister Samrat Choudhary formally announced the enforcement of this 60-day limit in the assembly. He made it clear that delay tactics at the District Magistrate level will no longer be tolerated. The formal correspondence has already been initiated with all 38 districts to bind the officials to this new time frame and ensure the safety of ground level representatives.
