The Bihar Agriculture Department has launched a digital initiative to provide Kisan Credit Card (KCC) loans to farmers within 15 minutes through a mobile application. This facility uses the Farmer ID to access verified land and personal details, removing the need for physical paperwork during the application process. The state government aims to link 75 lakh farmers to this digital platform initially, focusing on PM-Kisan beneficiaries to ensure immediate credit access.

Key Benefits and Loan Guidelines for Registered Farmers
- Farmers can now obtain loans up to ₹2 lakh without submitting a Land Possession Certificate (LPC) or land receipts if they are registered digitally.

- A fund of ₹450 crore has been sanctioned as the second installment to strengthen the digital infrastructure for this project.
- The loans are being processed through Cooperative Banks to ensure that the benefits reach the ground level in rural areas.
- The digital system is designed to eliminate middlemen and prevent fraudulent claims by using direct verification.
How the Digital Farmer Registry Works
The Bihar Krishi App now features the Bharat Vistar AI-based platform which includes an AI chatbot to assist farmers with queries. As of mid-February 2026, over 43.04 lakh farmers have already been enrolled in the Farmer Registry, which is about 50% of the initial target. This registry stores all essential data, so farmers do not have to submit land documents repeatedly for different government schemes.
Apart from quick loans, the platform provides real-time updates on weather forecasts, fertilizer availability, and official government schemes. The Agriculture Department has instructed officials to expedite the remaining registrations before the next agricultural season. This integration ensures that disaster relief and other subsidies are transferred directly to the verified accounts of the farmers.
