The Bihar government has introduced a significant facility for senior citizens to simplify the property registration process. Under the Bihar Bhumi initiative, individuals aged 80 years and above can now register their land or property from the comfort of their homes. This service is designed to eliminate the physical strain of visiting crowded registration offices for the elderly, ensuring a respectful and easy documentation process.
How will the home registration process work for seniors?
Eligible citizens need to apply online through the e-nibadhan portal to avail of this service. During the application process, once the user enters an age of 80 years or more, a specific option for home registration will be displayed on the screen. After selecting this option, a date and time for the visit will be automatically generated by the system. On the scheduled day, a Mobile Registration Unit will visit the applicant home with all necessary equipment.
- The Mobile Registration Unit carries laptops and biometric Aadhaar verification machines
- The Sub-Registrar cum Special Marriage Officer personally conducts the on-site verification
- Buyers and sellers receive a digital link to download their documents immediately after the process
- A fixed fee of 40 rupees is charged for this home-based service
Key features and current implementation status
This initiative is part of the Saat Nishchay-3 program launched by Chief Minister Nitish Kumar, specifically under the resolve of Sabka Samman-Jeevan Aasan. The Prohibition, Excise and Registration Department is managing the rollout of these mobile units across various districts. The government intends to complete the entire registration cycle within seven working days to maintain transparency and speed.
However, recent updates indicate a slight delay in the official rollout. While the facility was scheduled to begin on April 1, 2026, the department has postponed the implementation due to technical reasons. Officials have stated that the service will be activated as soon as the technical hurdles are resolved. District Sub-Registrar officers have confirmed that mobile registration units are being prepared to ensure the system is fraud-free and convenient for the public.
