How will the new circle rates affect property buyers
The proposed hike of 300% to 400% in circle rates will directly increase the financial burden on common citizens. For example, a property registration that currently costs around 10,000 rupees might see the expenses rising to 40,000 rupees after the new rates are implemented. In specific regions where the difference between market value and circle rates is narrow, a minimum increase of 50% is proposed by the district valuation committees.

Rural circle rates were last revised in 2013, while urban rates have remained unchanged since 2016. Due to this long gap, the Prohibition, Excise and Registration Department has sent the proposal for revision to ensure the state revenue reaches the target of 16000 crore rupees annually.
New Verification Rules and Doorstep Services
A new 13-point mandatory verification process will be introduced on the e-registration portal from the next financial year. Buyers will have to provide detailed information about the land, which will then be verified by Circle Officers and Revenue Officers within a 10-day window.
