Bihar Land Registration Rules Amendment

The Bihar government has implemented new land registration rules across the state starting from February 22, making significant changes to the existing regulations. However, instead of providing relief, the new rules have caused increasing distress day by day. Previously, farmers were struggling to understand the new rules. Now, their concerns have escalated due to the restrictions on selling Deeh Basgeet land without registration.

Challenges with Deeh Basgeet Land Registry

The registration process for Deeh Basgeet land has been halted in the Siwan registry court under the new rules. Sellers who have established ownership of the land are facing obstacles in completing the sales process. This has left both buyers and sellers frustrated and disappointed. However, officials have assured that the registration for Deeh Basgeet land will eventually be allowed, enabling transactions to proceed smoothly.

Unique Characteristics of Deeh Basgeet Land

Deeh Basgeet land, which is exempt from land revenue tax, is found in every village where residents reside. Despite having a unique survey number, the land is categorized under a single account number for the entire village. This exemption from land revenue tax is the reason why the registration for Deeh Basgeet land is not accessible, causing inconvenience to those wishing to sell or buy such properties.

बिहार सरकार ने भूमि निबंधन नियमावली में महत्वपूर्ण संशोधन करते हुए 22 फरवरी से पूरे बिहार में नया नियम लागू किया है, जिससे राहत मिलने की बजाय दिन-प्रतिदिन की परेशानी बढ़ रही है। इसमें डीह बासगीत जमीन की जमाबंदी नहीं खुलती है, इससे रायत और विक्रेता निराश हो रहे हैं। इसे सीवान रजिस्ट्री कचहरी में भी नए नियम के तहत रोक लगा है, लेकिन कातिब अनिल श्रीवास्तव ने बताया कि इसकी बिक्री की प्रक्रिया जल्द शुरू होगी। डीह बासगीत जमीन से लगान मुक्त है, इसलिए इसकी जमाबंदी नहीं खुलती है।
