The Bihar Home Department has issued a new order revising the security protocols for 18 political leaders across the state. In a review meeting held recently, the department decided to upgrade the security of 13 leaders while downgrading the cover for five prominent opposition figures. These orders came into effect on January 27, 2026, following instructions sent to the Director General of Police.
Major Downgrades in Security Cover
Based on the revised threat perception, the state government has reduced the security categories for several high-profile leaders. Notable names include former Union Minister Shatrughan Sinha and Leader of Opposition Tejashwi Yadav.
- Tejashwi Yadav: Security cover downgraded from ‘Z’ category to ‘Y+’.
- Shatrughan Sinha: The TMC MP and actor will now have ‘Y’ category security, down from ‘Z’.
- Meira Kumar: Former Lok Sabha Speaker downgraded from ‘Y+’ to ‘X’ category.
- Pashupati Kumar Paras: Security reduced from ‘Y’ to ‘X’ category.
Additionally, security cover for Congress State President Rajesh Kumar and MLC Madan Mohan Jha has been completely withdrawn.
Z Category Security for BJP and JDU Leaders
In contrast to the downgrades, the government has enhanced the protection for 13 leaders, mostly from the ruling NDA coalition. The newly elected BJP National President, Nitin Nabin, has been granted high-level security.
| Leader Name | New Category |
|---|---|
| Nitin Nabin | Z Category (with Bulletproof Vehicle) |
| Lalan Singh | Z Category |
| Mangal Pandey | Z Category |
| Giriraj Singh | Y+ Category (with Escort) |
| Sanjay Saraogi | Z Category |
Other leaders like Vivek Thakur and Arun Bharti have been upgraded to the ‘Y+’ category, while AIMIM MLA Akhtarul Iman has been granted ‘Y’ category security. The police headquarters has been directed to implement these changes immediately.
