How will the registration be done?
To obtain the authorization certificate, vehicle dealers must apply in Form-29 (A) on the vehicle portal linked to the Transport Department.
The application will require the dealer’s name, address, place of business, mobile number, PAN number, GST number, and email ID.
Registered vehicle dealers will have the right to apply for renewal of registration certificate, renewal of fitness certificate, duplicate registration certificate, NOC, and transfer of ownership of the vehicles in their possession.
After handing over the vehicle to the dealer, the vehicle owner must send Form-29 (C), containing their and the dealer’s signatures, to the Vehicle Registration Officer through the portal.
The dealer must inform the Transport Department after acquiring and selling the vehicle, which will help curb the sale of stolen vehicles.

संजय अग्रवाल के मुताबिक, मोटर वाहन नियमों में परिवर्तन के बाद, 1 अप्रैल 2023 से अब पुरानी गाड़ियों के व्यापार करने वाले लोगों को परिवहन कार्यालय जाकर अपनी सभी जानकारी वहां दर्ज करवानी होगी और फिर पंजीकरण करवाना होगा। वाहनों की खरीद-बिक्री से लेकर सभी जानकारी अब परिवहन विभाग के साथ ऑनलाइन उपलब्ध होगी। यदि विक्रय के बाद किसी वाहन के साथ कोई अपराध या हादसा होता है, तो वाहन के मालिक को जवाबदेह नहीं ठहराया जाएगा, बल्कि डीलर को इसके लिए जवाबदेह ठहराया जाएगा। डीलर को एक चालान रजिस्टर बनाना होगा, जिसमें वाहन की खरीद से बिक्री तक की सभी रिपोर्टें लिखनी होंगी।
प्रमाणीकरण प्रमाण पत्र प्राप्त करने के लिए, वाहन डीलर को परिवहन विभाग से जुड़े वाहन पोर्टल पर फॉर्म-29 (ए) में आवेदन करना होगा। इसमें डीलर को अपना नाम, पता, व्यापार स्थान, मोबाइल नंबर, पैन नंबर, जीएसटी नंबर और ईमेल आईडी प्रदान करना होगा। पंजीकृत होने के बाद, वाहन डीलरों को अपने पास रखे गए वाहनों की पंजीकरण प्रमाण पत्र, स्वास्थ्य प्रमाण पत्र की नवीनीकरण, डुप्लिकेट पंजीकरण प्रमाण पत्र, एनओसी और स्वामित्व का हस्तांतरण करने का अधिकार होगा।
वाहन को संबंधित डीलर को देने के बाद, वाहन के मालिक को फॉर्म-29 (सी) भेजना होगा, जिसमें वाहन के मालिक और डीलर के हस्ताक्षर होंगे, पोर्टल के माध्यम से वाहन पंजीकरण अधिकारी को। वाहन को लेने और बेचने के बाद, डीलर को इस जानकारी को परिवहन विभाग को देना होगा। इससे चोरी की गई गाड़ियों की बिक्री को रोका जा सकेगा।
