Bihar Township Development Plan
The Bihar state government has prepared a development plan for the construction of Greenfield and Satellite townships in all nine divisional headquarters districts. The townships will be developed in Saran, Bhagalpur, Munger, Muzaffarpur (Tirhut), Darbhanga, Saharsa (Kosi), Gaya (Magadh), and Purnia along with the capital city of Patna. A high-level committee, chaired by the Development Commissioner, is carefully considering every aspect of the Satellite township project, with important suggestions being discussed for further consideration.
Preparation for Land Acquisition Proposals
According to available information, discussions have been held on two to three proposals for each divisional headquarters, and approval will be granted based on the allocated amount. In the first phase, proposals for one township from each district will be considered. If everything goes smoothly, the process of sending land acquisition proposals to the designated districts will begin in September.
Infrastructure Development and Land Provision
The township project will include provisions for main roads, branch roads, land for commercial purposes, hospitals, schools, etc. Planning, regulation, and zoning for the organized and planned development of these areas will be done separately. The state government will only acquire 10% of the identified large land parcels for development, with improvements in road width, drainage, sewerage, parks, and other civic amenities in the acquired area.
Formation of Township Development Committee
A land selection committee has been formed under the chairmanship of the Development Commissioner for the development of townships. The committee includes the Principal Secretary of the Urban Development and Housing Department, as well as the Additional Chief Secretary or Principal Secretary of the Revenue and Land Reforms Department, the Road Construction Department, and the Industries Department.
बिहार के सभी नौ प्रमंडलीय मुख्यालय जिलों में ग्रीनफील्ड और सेटेलाइट टाउनशिप का निर्माण किया जाएगा। राज्य सरकार ने इसके लिए पटना के साथ-साथ अन्य जिलों में सेटेलाइट टाउनशिप की कार्ययोजना तैयार कर ली है। उच्चस्तरीय समिति ने इस परियोजना के हर पहलू पर गंभीरता से विचार किया है और अगले माह से जिलों को भू-अर्जन प्रस्ताव भेजने की तैयारी की है। इस परियोजना के अंतर्गत सड़कों, अस्पताल, विद्यालय आदि के लिए अलग-अलग भूमि का प्रावधान किया जाएगा। इसके साथ ही सरकार द्वारा चिह्नित बड़े भूखंडों के मात्र 10 फीसदी हिस्से का अधिग्रहण किया जाएगा। इससे बिना अधिक लागत राज्य सरकार सभी बड़े शहरों के आस-पास व्यवस्थित टाउनशिप का विकास कर सकेगी।
