On the third day of the winter session of the Jharkhand Legislative Assembly, the second supplementary budget of 8111.77 crore was passed on Tuesday. After the lunch break, the BJP boycotted the session. Regarding the second supplementary budget, AJSU MLA Lambodar Mahato proposed a reduction in expenses. After discussion, the budget was passed with majority. During this time, Finance Minister Dr. Rameshwar Oraon stated that 2 million more people in the state will be added to the ration card. Those who were left out will be included in the next fiscal year. He also mentioned that the Universal Pension Scheme will be expanded to ensure universal food security.

Dr. Rameshwar Oraon provided detailed information regarding the commercial tax. He mentioned that Jharkhand has not received more than 15,000 crore in commercial tax so far. Last year, more than 21,000 crore was received in commercial tax. The target for the next year is 24,000 crore. He stated that the government is working towards reducing debt and increasing revenue.

Lambodar Mahato, AJSU MLA, stated that only 51.06% of the original budget has been spent. He questioned the basis for bringing the second supplementary budget when only a small portion of the original budget has been utilized. He emphasized the need for the government to address the issue of revenue generation. He also demanded the establishment of a displacement commission. He highlighted that 58,000 applications from Jharkhand activists for identification are pending and need to be resolved soon.

Pradeep Yadav, MLA from Poreyahat, mentioned that the Jharkhand government is planning to appoint seven to eight thousand positions, while there are more than 10 lakh vacancies at the central level. He stated that even if one lakh appointments are made, it would be a boon for unemployed youth. He criticized the central government for not addressing any of Jharkhand’s issues and accused them of destabilizing the state through agencies like ED and CBI.

Regarding the need for the supplementary budget, Finance Minister Dr. Rameshwar Oraon explained that it is brought to get approval for the state’s share in central schemes. The government is obligated to allocate a share of the state for these schemes, otherwise the state will be deprived of the benefits of central schemes. He also mentioned that Jharkhand is a unique state in the country as it has reduced its debt. He stated that taking debt is not bad for the state, but it is bad for individuals. The per capita debt on the people of the state is the lowest compared to the country and other states, amounting to only 21,366 rupees per person.

झारखंड विधानसभा शीतकालीन सत्र के तीसरे दिन मंगलवार को 8111.77 करोड़ का द्वितीय अनुपूरक बजट पारित हो गया। भाजपा ने भोजनावकाश के बाद सदन का बहिष्कार कर दिया। आजसू के विधायक लंबोदर महतो ने दूसरे अनुपूरक बजट को लेकर कटौती प्रस्ताव लाया। ध्वनिमत से बजट पारित कर दिया गया। वित्त मंत्री डॉ रामेश्वर उरांव ने बताया कि राशनकार्ड से 20 लाख और लोगों को जोड़ा जाएगा। उन्होंने यूनिवर्सल पेंशन स्कीम के तहत यूनिवर्सल फूड सिक्योरिटी को बढ़ाने की घोषणा की। लंबोदर महतो ने सरकार को ध्यान देने की मांग की और विस्थापन आयोग की स्थापना की मांग की। प्रदीप यादव ने केंद्र में बेरोजगारी दर को लेकर चेतावनी दी। रामेश्वर उरांव ने कहा कि झारखंड एकलौता ऐसा राज्य है जिसने कर्ज कम किया है।
