Jharkhand Vidhan Sabha passed a bill on Wednesday without any amendments requested by the Governor, once again. The bill proposes the use of the 1932 land records to determine the residency status of individuals.
Recently, Governor CP Radhakrishnan had returned the bill passed through voice vote to the state government with some suggestions for reconsideration based on legal and constitutional advice from the Attorney General of India.
Alamgir Alam introduced a bill in Jharkhand defining local residents and providing them with consequential, social, cultural, and other benefits. According to the bill, those individuals whose ancestors were listed in the 1932 land records will be considered local residents of Jharkhand and will be eligible for appointments in the state government’s grade 3 and grade 4 positions.
The bill was sent to the Governor for approval after it was passed through voice vote in a special session on November 11, 2022 by the Hemant Soren government. However, the Governor had returned it to the government in January, stating that a section of the bill might violate certain provisions of the constitution, making it invalid.
Soren stated that the land-based local policy is connected to the identity of crores of indigenous and original residents of Jharkhand and has been a long-awaited demand. Meanwhile, BJP legislators stated that this bill would lead to legal complications.
The way the bill was presented and passed in the assembly again without considering the suggested points by the Governor gives the impression that the government is not interested in providing jobs to the youth and justice to the people of the state, according to opposition leader Amar Bauri.
In addition, three other bills were also presented in the assembly, including an amendment bill that ensures 5% reservation in government jobs for dependents of individuals who participated in the movements for Jharkhand statehood.
झारखंड विधानसभा ने राज्यपाल द्वारा मांगे गए किसी भी संशोधन के बिना, एक विधेयक पारित किया है जिसमें लोगों की अधिवास स्थिति निर्धारित करने के लिए 1932 के भूमि रिकॉर्ड का उपयोग करने का प्रस्ताव है। इसके साथ ही, झारखंड में स्थानीय व्यक्तियों की परिभाषा और ऐसे स्थानीय व्यक्तियों को परिणामी, सामाजिक, सांस्कृतिक और अन्य लाभ देने संबंधी विधेयक भी पेश किया गया है। इसके अलावा, झारखंड राज्य की मांग को लेकर आंदोलनों में भाग लेने वाले लोगों के आश्रितों को सरकारी नौकरियों में पांच प्रतिशत आरक्षण सुनिश्चित करने वाला विधेयक भी पेश किया गया है।
