TMBU Issues New Orders: In light of a letter issued by the State Education Department, the Vice-Chancellor of Tilka Manjhi Bhagalpur University, Prof. Jawahar Lal, has given several directives to the principals, treasurers, and university officials of all affiliated colleges in the Syndicate Hall. According to Prof. Jawahar Lal, the university and colleges will now operate only two types of accounts. The first account will handle salary and pension funds, while the second account will be known as Corpus Fund.

Corpus Fund as Internal Source Account: The Corpus Fund will now be considered as an internal source account. No other bank accounts will be maintained in the university and colleges apart from these two accounts. All the funds received and disbursed from the state government, including development funds, will be managed through the Corpus Fund accounts. On the other hand, the Salary and Pension Fund will only handle the deposit and payment of salary and pension amounts.

Strict Financial Discipline in Institutions: The Vice-Chancellor has instructed all principals to strictly adhere to financial discipline in their institutions. Any discrepancies in financial matters will be dealt with directly. The Vice-Chancellor has also emphasized the importance of efficient and transparent financial management for the smooth functioning of the university system. Similar to colleges, the university will also have only two accounts. The Vice-Chancellor has reviewed the previous directive to convert all accounts into savings accounts. Now, the funds received from activities such as examination management, registration, migration, etc. will be deposited into the Corpus Fund.

Outsourcing for Auditing: The Vice-Chancellor has directed all colleges to undergo auditing. The college’s accounting system will be rectified. No financial transactions can take place without the approval of the university administration. Administrative approval from the university is necessary for college audits. Outsourced charter accountants will be employed to conduct audits of colleges.

The audit team can inspect any college at any time. Negligence in financial matters by principals will be addressed. The Vice-Chancellor has also urged colleges to control unnecessary expenses. All principals have been instructed to keep their cash book and ledger updated. In colleges where the cash book is not updated, the salary of the principal, treasurer, and accountant will be withheld.
