Highlights:
The Principal Secretary of the Education Department, KK Pathak, has issued a major order to close the active accounts of vice-chancellors. The order has been issued for all traditional universities, instructing the transfer of funds from active accounts to savings accounts.
Prior Orders:
Previously, KK Pathak had also issued orders to stop the salaries of vice-chancellors. The salaries of the acting VCs and Pro-VCs of BR Ambedkar Bihar University in Muzaffarpur were stopped, leading to a controversy. The matter was taken seriously by the Governor, and questions were raised on KK Pathak’s actions.
Governor’s Response:
The Governor’s Chief Secretary had written a letter to the Education Department stating that while the state government has the authority to conduct audits of universities, they do not have the right to seize bank accounts or financial powers according to the rules. The Governor had accused the Education Department of encroaching upon the Chancellor’s jurisdiction. Banks were also sent letters to stop the implementation of the order.
हाइलाइट्सएसीएस केके पाठक ने शिक्षा विभाग के अवर मुख्य सचिव के रूप में एक बड़ा आदेश जारी किया है, जिसमें उन्होंने सभी पारंपरिक विश्वविद्यालयों के कुलपतियों के चालू खातों को बंद करने का आदेश दिया है। यह आदेश जारी किया गया है ताकि चालू खाते के पैसे बचत खाते में ट्रांसफर किए जा सकें। पहले भी केके पाठक ने कुलपतियों के वेतन रोकने का आदेश जारी किया था। इससे उसके एक्शन पर सवाल खड़े हुए थे और राज्यपाल ने इस मुद्दे को गंभीरता से लिया था। अब यह नया आदेश जारी हो गया है और इसका पालन करने के लिए बैंकों को भी पत्र लिखा गया है।
