He became the Chief Whip and later became the Leader of the Opposition in November 1996.

Sushil Modi played a crucial role in the Bihar BJP for almost four decades, becoming the Deputy Chief Minister and Finance Minister when the NDA government was formed in 2005. He held the position of Deputy Chief Minister again when the NDA government was formed in 2017. His contribution to the rise of the BJP in Bihar has been invaluable, and he was considered a key link between the BJP and JDU.
