The Samastipur Railway Division has moved forward with a major development plan for Semra station in East Champaran, Bihar. A joint survey for the construction of a Gati Shakti Multi-Modal Cargo Terminal (GCT) has been successfully completed. Officials submitted the survey report on February 6, 2026, marking a key step towards starting the project. This new terminal aims to improve logistics for food grains and create employment opportunities for people in the region.

What is the plan for the new terminal?

The project is being developed under the Gati Shakti Multi-Modal Cargo Terminal Policy launched by the government. The East Central Railway (ECR) is working with a private partner, M/s. Kartik Grain Infra Private Limited (KGIPL), to build this facility. The construction will follow a Silo Project model, which is designed for efficient storage and transport of grains.

A joint team of officials visited the site for the survey. This team included the Traffic Inspector of Motihari, Senior Section Engineers for Works, Signal, and TRD, along with the Deputy Manager from the private company. They have checked the technical feasibility and submitted the report to the railway headquarters for final approval.

How will the terminal connect to the railway network?

The new terminal will be built on private land but will connect directly to the existing railway tracks at Semra station. According to the plan, the siding will connect to the dead end of the overrun line of loop line number four. This extension will go towards the Motihari end of the station.

A 150-meter railway connectivity line is planned to run parallel to the Down Main Line. For road access, the site connects to the National Highway through a 200-meter village road. To manage train movement safely, the railways will install a new Device Signal and shunt signals at the entry and exit points.

When will construction start and what is the cost?

The project is currently in the formal proposal stage. The exact cost of the project will be decided once the final proposal gets official approval from the authorities. However, officials have confirmed that the maintenance of tracks and signals will be handled by the Railways at its own cost as per the 2021 policy.

Once construction begins, it is expected to generate direct and indirect jobs for hundreds of local residents. The terminal will make it easier to transport heavy cargo like food grains from road to rail, helping in faster distribution across the country.
