The University Grants Commission (UGC) has directed all colleges and universities to refrain from printing students’ Aadhaar card numbers on their degree or certificate documents. This decision comes after reports surfaced that some state governments were using these documents, which contained the printed numbers, for verification purposes. In response, the UGC issued a notification ordering educational institutions to cease this practice immediately.
The UGC’s notification emphasized that the printing of Aadhaar numbers on degree and certificate documents is in violation of the Aadhaar (Sharing of Information) Regulations, 2016. These regulations explicitly state that no entity holding an Aadhaar number can share it with any database or make it public. The UGC has therefore deemed it unacceptable for colleges and universities to make students’ Aadhaar numbers publicly accessible.
In a letter issued by UGC Secretary Manish Joshi, higher education institutions were reminded to strictly adhere to the rules and regulations set by the Unique Identification Authority of India (UIDAI). The letter instructed colleges to halt the printing of Aadhaar numbers immediately if they were currently doing so, or to refrain from implementing this practice if they had plans to do so in the future. It was emphasized that mentioning the full Aadhaar number on degree or certificate documents without concealing it is against the rules.

यूजीसी ने सभी विश्वविद्यालयों के उपाध्यक्षों और कॉलेजों के प्राचार्यों को पत्र लिखकर कहा है कि मीडिया के कुछ भाग में प्रकाशित रिपोर्टों से पता चला है कि कुछ राज्य सरकारें केवल विश्वविद्यालयों द्वारा जारी किए गए प्रारंभिक प्रमाणपत्रों और डिग्रियों पर आधारित हो रही हैं। बाद में सत्यापन के लिए उपयोग किया जा सके। इस संबंध में, ध्यान दिया जाता है कि 2016 के आधार (जानकारी साझा करने) विनियमों के अधिनियम 6 के उप-नियम (3) में इसकी प्रावधानिकता दी गई है, जिसमें कहा गया है कि कोई भी ऐसा संगठन जिसके पास आधार संख्या हो, उसे किसी भी डेटाबेस के साथ साझा नहीं करेगा और रिकॉर्ड सार्वजनिक नहीं करेगा। अर्थात्, किसी भी व्यक्ति के आधार कार्ड नंबर को कोई संगठन सार्वजनिक नहीं कर सकता है।
यूजीसी के सचिव मनीष जोशी के हस्ताक्षर वाले पत्र में लिखा गया है कि नियमों के अनुसार, आधार संख्या की छापाई डिग्री और प्रारंभिक प्रमाणपत्र पर अनुमति नहीं है। उच्च शिक्षा संस्थानों को यूआईडीएआई के नियम और विनियमों का पूर्णतः पालन करना चाहिए। इस पत्र के माध्यम से, यूजीसी ने सभी कॉलेजों को निर्देशित किया है कि यदि वे आधार संख्या छाप रहे हैं, तो इसे तुरंत बंद करें और यदि वे योजना बना रहे हैं, तो इसे स्थान रखें। डिग्री या प्रमाणपत्र पर पूरा आधार संख्या उल्लेख किए बिना यह नियम के खिलाफ है।
