Delhi Government’s New Policy on Old Vehicles
The Delhi government is in the process of finalizing a policy to release seized old vehicles, according to officials from the transport department. An officer stated that the policy is in line with the directives of the Delhi High Court. Under the policy, a plan is being made to impose a fine of INR 5,000 for two-wheelers and INR 10,000 for four-wheelers to release seized vehicles.
Time Limit for NOC Issuance
The department may also provide a time limit of six to twelve months for people to obtain a No Objection Certificate (NOC) from the department to transfer their vehicles out of Delhi, if they do not wish for their vehicles to be scrapped. The officer stated that whenever an old car is taken for repairs, the transport department should be informed, and a truck or vehicle should be rented for transportation. People will also have to provide an affidavit stating that they will not park their vehicles in public spaces or drive them on roads.
High Court’s Demand for a Policy
Last year, between January and October, at least 5 million such vehicles were scrapped. Over 15,000 vehicles have been seized so far. The Delhi High Court had demanded the government to formulate a policy to deal with such vehicles, when owners are ready to assure that their vehicles will not be used in the national capital. The Supreme Court had also imposed a ban on diesel and petrol vehicles older than 10 and 15 years, respectively, in Delhi in 2018.
Violation of Orders and Ruling of National Green Tribunal
Any vehicles found violating the orders will be seized. A 2014 order of the National Green Tribunal prohibits the parking of vehicles older than 15 years in public spaces.
