Bill relating to Unauthorized Colonies in Delhi
The Delhi National Capital Territory (Amendment) Bill, 2023, which extends the protection period against sealing or demolition in unauthorized colonies in Delhi, was approved by both houses of Parliament on Tuesday. Minister of Housing and Urban Affairs, Hardeep Singh Puri, stated that after the implementation of this bill, approximately 4 million people out of Delhi’s population of 22.5 million will benefit from ownership rights. The bill has been passed in the Lok Sabha and the Rajya Sabha.
Land Pooling to Benefit 7 Million People
Minister of Housing and Urban Affairs, Hardeep Singh Puri, mentioned that under the bill, land pooling will also benefit an additional 7 million people. Referring to the Center’s ‘Slum, Housing’ scheme, he stated that the central government is undertaking large-scale redevelopment work in Delhi. He added that those slum dwellers who were unable to avail the benefits earlier will receive them once the process is completed, ensuring that no one is left without relief.
Extension of Relief Period
The bill includes a provision to extend the security period against sealing or demolition in unauthorized colonies for the next three years. Minister Puri stated that the security period should be extended from April 1, 2024, to December 31, 2026. This extension will provide the government with an opportunity to formulate comprehensive policies for the development of unauthorized colonies.
Accusations of Betrayal
In the debate on the bill, Ramesh Bidhuri of the Bharatiya Janata Party (BJP) accused the Congress and the Aam Aadmi Party (AAP) of betraying the residents of unauthorized colonies in the national capital. He claimed that Congress leader Sonia Gandhi had distributed pamphlets to these colony residents in Ramleela Maidan a few years ago, but later their party government did not fulfill their promises of providing them with proper rights. BJP also accused Arvind Kejriwal of not fulfilling his promises.
मंगलवार को संसद द्वारा दिल्ली राष्ट्रीय राजधानी क्षेत्र अधिनियम (विशेष प्रावधान) दूसरा (संशोधन) विधेयक लागू किया गया है, जिससे अनधिकृत कॉलोनियों में सीलिंग या तोड़फोड़ की कार्रवाई से सुरक्षा की अवधि 2023 तक बढ़ा दी गई है। इस विधेयक के लागू होने के बाद दिल्ली की 22.5 करोड़ की आबादी में से करीब 40 लाख लोगों को स्वामित्व का लाभ मिलेगा। इसके अलावा, लैंड पूलिंग से भी अन्य 7 मिलियन लोगों को फायदा होगा। बिल को लोकसभा और राज्यसभा में पास कर दिया गया है। इससे अनधिकृत कॉलोनियों के विकास में सुरक्षा की अवधि को बढ़ाने का प्रावधान भी है। इस विधेयक के जरिए मोदी सरकार अनधिकृत कॉलोनियों के व्यवस्थित विकास की ओर बढ़ रही है।
