The Bihar government has announced a major update for the ongoing special land survey in the state. Deputy Chief Minister and Revenue Minister Vijay Kumar Sinha stated that Aminos and survey officers who show excellent performance will be given priority in permanent government jobs. This decision aims to speed up the massive land record update process across Bihar. The state government has set a strict deadline to complete the entire survey by December 2027.

What is the new rule for Aminos and survey officers?

To ensure the survey is completed on time, the Revenue and Land Reforms Department has introduced strict daily monitoring. All survey personnel must now maintain a Daily Diary and submit their progress reports to the headquarters every evening. The department also plans to reward high-performing officials, including Kanungos and Assistant Settlement Officers, to boost their morale.

The Minister has issued clear directions to District Magistrates that survey staff cannot be given any other administrative or non-survey work. This step will prevent unnecessary delays. A new Micro-Monitoring system is also in place to track the village-wise progress on a daily basis under the guidance of Directorate of Land Records and Survey led by Director Suharsh Bhagat.

Which districts are leading the survey?

The initial phase of the special land survey covers 20 districts. Out of 5,657 villages in this phase, the final publication process is complete in 1,838 villages. Several districts are showing fast progress.

  • Sheikhpura: Leading the state with 78.52 percent completion.
  • Other Top Districts: Muzaffarpur, Siwan, Vaishali, Patna, Rohtas, and Begusarai are also making notable progress.
  • Targeted Approach: District Settlement Officers are executing the survey at the district level with daily updates sent to the headquarters.

How will this survey help the common man?

Most land records in Bihar have not been updated since 1911 during the British era. This old data causes many land disputes and court cases among families. The new survey will clear these records and reduce land-related violence in the state. The Deputy CM has warned that strict administrative and legal action will be taken against officials found guilty of bribery or negligence.

If anyone submits fake or counterfeit land documents during the survey, mandatory FIRs will be registered against them. Citizens facing any corruption or irregularities can submit written complaints directly to the department for immediate action.
