The Bihar government is set to implement significant changes to the land registration process starting from April 1, 2026. This move is part of the ‘Saat Nishchay-3’ program which aims to increase transparency and make life easier for citizens under the theme ‘Sabka Samman – Jeevan Aasaan’. The Revenue and Land Reforms Department has issued strict directives to all 38 District Collectors regarding these updates. Under the new system, applicants will have to provide specific details on the e-Nidhan portal before they can even book an appointment for the registry.

List of 13 Mandatory Details Required
To stop fraudulent activities where the same land is sold multiple times, the government has identified 13 key points of information that must be uploaded. You will need to log in to the e-Registration portal and fill in these details. The registry process will not move forward until this data is verified by the authorities.

Satellite Photos and Senior Citizen Rules
Apart from the list above, the government is introducing a requirement for satellite photography. From April 1, 2026, applicants must upload a satellite image of the plot or building through the portal. This step ensures that the location is accurate and prevents the registry of fake locations. Additionally, booking a slot on the NGDRS portal will now require an OTP verification from both the buyer and the seller to confirm their consent.
For high-value transactions of ₹10 lakh or more, providing a PAN card is now strictly mandatory. The administration has also thought about the elderly. Citizens aged 80 years and above can use the ‘Mobile Registration Units’ facility. This service allows officials to visit the home of the senior citizen to complete the registry process within seven days of the application, saving them the trouble of visiting government offices.
