The National Investigation Agency has filed a supplementary charge sheet against the President and Vice President of the banned Popular Front of India in Bihar. This action is a major development in the ongoing investigation of the Phulwari Sharif criminal conspiracy case. The agency submitted the fresh documents before the NIA Special Court in Patna on March 11 and 12, 2026. The accused were allegedly running secret operations to disrupt communal harmony and create unrest across the state.

What is the Mission 2047 Conspiracy

The NIA investigation uncovered a highly confidential document titled India 2047 Towards the Rule of Islam in India. This document outlined a detailed roadmap to establish Islamic rule in the country by the centenary of its independence. Officials found that the banned group was working on a strategy to divide the population by targeting specific minority and SC ST groups. The agency stated that the leaders expanded their secret network in Bihar even after the government imposed a ban on PFI.

To support these anti-national activities, the accused were involved in raising illegal funds. Money was secretly channeled from overseas locations like Dubai to keep the operations active. The group also focused on recruiting young people and brainwashing them for their agenda. They provided arms training to these youths under the cover of martial arts and physical education classes.

Key Accused and Legal Charges

The latest charge sheet specifically targets the top leadership of the PFI Bihar unit. The two main individuals named are Mahboob Alam alias Mahboob Alam Nadvi, who serves as the Bihar State President, and Shamim Akhtar, the State Vice President. Mahboob Alam was previously tracked down and arrested in Kishanganj during September 2025. Both leaders are now facing serious legal action for their direct role in the conspiracy.

Security agencies registered the case under RC-31/2022/NIA/DLI and applied stringent laws against the accused. Here are the main details of the charges and actions taken so far in this module:

  • Strict Laws: The accused are formally charged under the Unlawful Activities Prevention Act 1967 and the Bharatiya Nyaya Sanhita.
  • Total Arrests: The ongoing investigation has resulted in the arrest and charge-sheeting of at least 19 to 20 key figures linked to this specific network across Bihar and other states.
  • Planned Violence: Evidence suggests the group was planning targeted violent acts against specific individuals to trigger large-scale communal disturbances.
