In Bihar, more than 8,000 Primary Agriculture Cooperative Societies (PACS) are being operated with the goal of agricultural development and making farmers profitable. Often, people hear about corruption related to PACS. Many farmers in certain areas do not even know what PACS is. However, there is one committee in Bihar that understood the needs of its farmers and worked on it, becoming Bihar’s number one agriculture cooperative society. The Bihar government has also acknowledged that it is the number one PACS in the state, awarding a prize of 15 lakh rupees.

Success Story of Maniappa PACS

Ramadhar Kumar, the chairman of Maniappa PACS in the panchayat, shared the complete story with the Local18 Bihar team after receiving the award. He mentioned that in 2009, he became the chairman for the first time, and at that time, his PACS was in a similar situation to other PACS, with only 1500 farmer members. He started working on the problems of these farmers by discussing with them and gradually started providing facilities such as fertilizers, seeds, pesticides, and tractors. By 2023, he had added 8,000 new farmers to his PACS. The villagers and farmers in the area also mentioned that all government facilities are available on time at the grassroots level.

Maniappa PACS Tops in Bihar

Under the Chief Minister’s Adarsh PACS Promotion Scheme, Maniappa PACS in Matihani block of Bihar has achieved first place in the state. The PACS chairman Ramadhar Kumar explained the selection process, where they first became number one at the district level out of more than a hundred PACS and were then chosen as the number one PACS chairman in the state after an evaluation of 1250 PACS. During the award ceremony, they were given a check of 15 lakhs by the Cooperation Minister, Prem Kumar. Their PACS received 84% marks in the assessment conducted on 29 points, and a loan of 2 crore rupees was distributed among women through their PACS.
