Uncertainty over the position of Vidhan Sabha Speaker
After the change in power in Bihar, the question of whether Avadh Bihari Chaudhary will remain or be removed from the position of Vidhan Sabha Speaker is a major concern in Bihar politics. Discussion on the motion of no confidence brought against Vidhan Sabha Speaker Avadh Bihari Chaudhary will take place before the floor test scheduled for February 12. It is believed that if the Mahagathbandhan (Grand Alliance) receives more votes during the voting on the motion of no confidence and if Avadh Bihari Chaudhary remains in his position as Vidhan Sabha Speaker, the NDA may face challenges even during the floor test.
Commencement of Vidhan Mandal session on February 12
The Vidhan Mandal session will commence on February 12. Firstly, Governor Rajendra Vishwanath Arlekar will address both houses of the Vidhan Sabha in the central hall at 11:30 am. After that, discussion on the motion of no confidence against Vidhan Sabha Speaker Avadh Bihari Chaudhary will take place. As per the rules, discussion on the motion of no confidence will only take place 14 days after it is brought. If 38 MLAs stand in support of the motion during its introduction in the assembly, only then will it be considered accepted and further discussions will begin.
Procedure during the motion of no confidence
During the discussion on the motion of no confidence, the Vidhan Sabha Speaker himself cannot be present in the chair. The Deputy Speaker of the Vidhan Sabha will preside over the session. The motion will be discussed and voting will also take place. If, during the voting, MLAs on both sides are instructed to stand by their respective party and the MLAs remain seated, it will be considered cross-voting. If the MLAs cross-vote and it is proven, action will be taken against them and their membership may be revoked. The entire game will be determined by the strength in numbers. After the motion of no confidence against the Vidhan Sabha Speaker, the process of the floor test will also take place in the assembly.
बिहार में हाल ही में हुए सत्ता परिवर्तन के बाद एक महत्वपूर्ण सवाल है कि विधानसभा अध्यक्ष के पद पर अवध बिहारी चौधरी क्या बने रहेंगे या हटेंगे। 12 फरवरी को विधान मंडल सत्र की शुरुआत होने जा रही है और उससे पहले ही विधानसभा अध्यक्ष अवध बिहारी चौधरी के खिलाफ अविश्वास प्रस्ताव पर चर्चा होगी। अगर अविश्वास प्रस्ताव में महागठबंधन को बड़ा समर्थन मिलता है तो वह फ्लोर टेस्ट में भी एनडीए को चुनौतियों का सामना करना पड़ सकता है। इसके बाद वोटिंग के दौरान विधायकों को क्रॉस वोटिंग करने पर कठोर कार्रवाई की जा सकती है और उनकी सदस्यता भी जा सकती है। प्रक्रिया अनुसार अविश्वास प्रस्ताव के बाद फ्लोर टेस्ट की प्रक्रिया भी होगी।
