Bihar Chief Minister Nitish Kumar’s government will face a crucial test on Monday amidst discussions of a possible change in power. All parties, both ruling and opposition, are apprehensive of any potential disruptions, while Union Home Minister Amit Shah has taken charge to ensure the government’s confidence motion is successful. He is closely monitoring the developments in Patna.
The focus is on the Congress and JD(U) in the case of garnering the government’s vote of confidence and removing Bihar Assembly Speaker Avadh Bihari Choudhary from his position. All RJD legislators have been kept at former Deputy CM Tejashwi Yadav’s residence due to fears of defection.
The ruling party is making efforts to keep JD(U)-BJP legislators in check. Five JD(U) legislators, including Bima Bharati, Sudarshan, Dilip Rai, and Rinku Singh, were absent from the Sunday meeting called by JD(U). In the Saturday meeting, ten legislators were also absent. Meanwhile, Jitan Ram Manjhi’s party, Hindustani Awam Morcha, has issued a whip to its four legislators to vote in favor of the government.
The BJP is also concerned as all its legislators were brought to Patna on Sunday. These legislators were brought for a training camp, but the BJP is worried as three legislators did not attend.
All 79 RJD legislators have been kept under surveillance at Tejashwi Yadav’s residence due to fears of a political upheaval. Additionally, 19 Congress legislators who returned from Hyderabad on Sunday night have also been kept with them.
The Bihar Legislative Assembly has 243 legislators, and the majority mark is 122. All eyes are on the lone AIMIM legislator. If the AIMIM does not participate in the voting, the magical majority number required to form the government will be reduced to 121. The NDA alliance consists of 78 BJP, 45 JD(U), 4 HAM, and 1 independent legislator, totaling 128. This number is six more than the magical majority. Even if five JD(U) legislators adopt a rebellious stance, the NDA alliance will still have 123 legislators in its favor.
बिहार में खेल होने की चर्चा के बीच नीतीश सरकार की सोमवार को अग्नि परीक्षा होगी। पक्ष और विपक्ष के सभी दल तोड़-फोड़ की आशंका से डरे हुए हैं, जबकि नीतीश सरकार को विश्वास मत की बाधा पार कराने के लिए केंद्रीय गृह मंत्री अमित शाह ने खुद मोर्चा संभाल लिया है। सरकार के विश्वास मत हासिल करने और विधानसभा अध्यक्ष अवध बिहारी चौधरी को पद से हटाने के मामले में सबकी निगाहें कांग्रेस और जदयू पर टिकी हैं। विपक्षी राजद के सभी विधायकों को पूर्व डिप्टी सीएम तेजस्वी यादव के घर पर रखा गया है। सत्ता पक्ष से जदयू-भाजपा विधायकों को साधे रखने की जुगत में हैं। जदयू की रविवार को बुलाई गई बैठक से बीमा भारती, सुदर्शन, दिलीप राय व रिंकू सिंह समेत 5 विधायक अनुपस्थित रहे। शनिवार की बैठक में भी उसके दस विधायक नहीं पहुंचे थे। इस बीच, जीतनराम मांझी की पार्टी हम ने व्हिप जारी कर चाराें विधायकों को सरकार के समर्थन में वोट डालने को कहा है। भाजपा की चिंता भी बढ़ी है। भाजपा के सभी विधायकों को भी रविवार को गया से पटना ले आया गया है। ये सभी विधायक प्रशिक्षण शिविर के लिए गया में थे। हालांकि शिविर में तीन विधायक नदारद रहने से भाजपा की चिंता बढ़ी हुई है। दलबदल के डर से राजद के सभी 79 विधायक शनिवार रात से ही तेजस्वी यादव के आवास पर नजरबंद हैं। रविवार रात हैदराबाद से लौटे कांग्रेस के 19 विधायकों को भी इन्हीं के साथ रखा गया है। बिहार विधानसभा में 243 विधायक हैं और बहुमत का आंकड़ा 122 है। नजर एआईएमआईएम के इकलौते विधायक पर है। अगर एआईएमआईएम ने मतदान में हिस्सा नहीं लिया तो बहुमत हासिल करने का जादुई आंकड़ा 121 हो जाएगा। सत्तारूढ़ गठबंधन में भाजपा के 78, जदयू के 45, हम के 4 और एक निर्दलीय विधायक हैं। इस तरह यह आंकड़ा 128 का है, जो बहुमत के जादुई आंकड़े से छह ज्यादा है। अगर जदयू के पांच विधायकों ने बागी तेवर अपनाए तब भी सत्तारूढ़ गठबंधन के पक्ष में 123 विधायक होंगे।
