Bihar Government Introduces New Rule for Land Registration
The Bihar government has made significant amendments to the rules of land registration, also known as the land registry regulations. Under the new rule, before registering or getting land registered, a new provision for verification will be implemented. This new rule is expected to reduce land disputes in the future, although it has caused increased inconvenience to people in the immediate term.
Restrictions on Land Sale to Prevent Fraud
With the new rule in place, any person cannot sell their ancestral land without having their name in the verification documents. This has led to a decrease in land registrations after the new rule was implemented. Documents with the name of the person mentioned in the verification will have the right to register the land.
Challenges Faced by Siwan Registry Office
After the new rule came into effect on February 22, only 5% of land registrations are taking place in the Siwan registry office. Previously, 100 deed papers were prepared daily, but now the office remains empty, with only the staff present. The registrar and staff are unhappy with the new rule, suggesting that prior verification of ancestral land ownership would have been more beneficial.
